Conference is Cancelled
The 2020 AAMVA Region 1
Conference scheduled for May 12-14, 2020 in Providence, Rhode Island, has been
cancelled due to health and safety concerns about COVID-19 (coronavirus) and
travel bans being imposed by many entities that traditionally participate in
the event. Individuals do not need to take any action to cancel event
registration and AAMVA will automatically process a refund of any paid
registration fee. Attendees will need to cancel their own hotel and travel

Alert: TSA Grants Temporary Exemption for Security Threat Assessments for
HAZMAT Holders
The United States
Department of Homeland Security’s Transportation Security
Administration (TSA) has granted a temporary exemption from requirements regarding the expiration of TSA security threat assessments for Hazardous
Material Endorsement (HME) holders (49 CFR 1572). For the duration of this exemption, a state may grant an extension of up to 180 days for an HME that
expired or would otherwise expire between March 1, 2020 and the end date of this exemption (currently through July 31, 2020), even if the individual was unable to initiate or complete the required security threat assessment before
the expiration date. If the state grants an extension, the individual with an expired HME must initiate the process of renewing his or her security threat
assessment for an HME no later than 60 days before the end of the stategranted

NMVTIS Online Inquires and Batch Updates
AAMVA is very pleased to
announce California has completed their NMVTIS implementation and is now
conducting online inquiries and will continue to provide batch updates in
NMVTIS. California is now fully participating in NMVTIS. This is a significant

Response on COVID-19 Pandemic
On March 11, 2020, the
World Health Organization (WHO) declared COVID-19, a novel (new)
coronavirus, to be a global pandemic. This is a rapidly-evolving
pandemic, and though early data suggested people above the age of 60
and/or with underlying medical conditions (such as diabetes, heart disease, or
lung disease) were considered to be most at risk, recent data has shown 40% of hospitalized
patients were between the ages of 20 and 54. By March 13, COVID-19 was
declared a national emergency by President Donald
Trump. FMCSA has expanded on the national emergency
declaration in the United States to provide HOS relief for commercial vehicle
drivers transporting emergency aid. The Centers for Disease Control
(CDC) has encouraged many preventative measures, including social
distancing and cancelling events, but local and state government officials and
public health departments, in consultation with federal officials, have been
tasked with making decisions based on local conditions. Many states have issued stay at home orders. Lawmakers asked DHS to delay the federal REAL ID
deadline, which was granted by the federal government. In
response to the emerging situation, AAMVA has cancelled its 2020 Workshop &
Law Institute, restricted staff business travel, and mandated a work from home
period for all employees. Below are a selection of news releases and
